According to Binance, Bitcoin ($BTC), Ethereum ($ETH), Tether ($USDT), $BNB, Solana ($SOL), USD Coin ($USDC), $XRP, $USD1, $RLUSD, and Zcash ($ZEC) have all reached 100% reserve coverage. The remaining 10% of the affected assets consists primarily of less-liquid tokens outside the top 10. Binance said it is replenishing these holdings through market purchases, over-the-counter (OTC) transactions, and coordination with industry partners.

Binance continues to target November 1 for the resumption of withdrawals. The October 29 incident involved unauthorized outflows from Binance hot wallets and has been described in reports as the largest cryptocurrency security breach.

Binance Draws on SAFU and Corporate Reserves

Binance outlined several funding sources used to replenish the affected assets. This includes partial deployment of its Secure Asset Fund for Users (SAFU). Balances has been reallocated from the Futures Insurance Fund that exceeded applicable risk-management requirements. Moreover, the company’s own treasury has also been used.

Established in 2018, SAFU serves as Binance’s emergency reserve for protecting users under certain circumstances. The exchange said it plans to restore the fund to approximately $1 billion following its use in the recovery effort.

On-chain data subsequently showed a transfer of 7,499 BTC, worth approximately $581 million at the time, from a SAFU wallet.

Binance had also previously allocated more than $6.34 billion in company funds to cover the losses, including approximately $5 billion already held in the affected cryptocurrencies. Separately, around $3 billion in stolen assets had reportedly been frozen on-chain through coordination with industry partners, including Tether and Circle.

Proof of Reserves Update Expected in November

Binance has published a new Proof of Reserves (PoR) snapshot dated October 31, 2026, at 00:00 UTC. The exchange said generating the complete zero-knowledge proof would take approximately 40–50 hours. Publication is expected around November 3. The upcoming proof is intended to allow users to independently verify reserve coverage for their holdings.
