China Plans National Blockchain for Digitization of Economy

China, considered conservative for crypto and blockchain, is now planning to launch its national blockchain. China has introduced a 19-measure policy package that calls for building a national blockchain network. This will include a computing-power network to strengthen links between the digital and real economies.

The Communist Party of China Central Committee and the State Council have issued a policy document. The document is titled “Opinions on Developing New Quality Productive Forces”. The document has outlined measures to advance digital infrastructure and data utilization. The 19-measure package also addresses the management and commercialization of data.

China Targets National Blockchain and Computing Networks

The proposed policy calls for the construction of a national blockchain network. The initiative places blockchain and computing infrastructure on one page as part of China’s broader strategy. It also emphasizes digital transformation across smart manufacturing and industrial internet projects.

The priority of this project is the “East Data, West Computing” initiative. The initiative directs computing resources and data-processing activities from eastern regions toward data centers in western China. These measures aim to improve how digital infrastructure is coordinated and used across the country.

The policy proposes pilot projects that treat data as an economic resource. Implementation of this plan will involve 16 central government departments and 27 centrally administered state-owned enterprises. This shows the vast magnitude of the project.

China’s Blockchain Strategy Remains Separate from Crypto

The initiative will be built on China’s existing Blockchain-based Service Network (BSN). BSN is a state-backed platform launched in 2020 to support enterprise and government applications. However, the new policy does not announce support for cryptocurrencies or decentralized tokens. Instead, it focuses only on blockchain as infrastructure for industrial applications and government-coordinated digital services.

It means that China is maintaining its restrictions on private cryptocurrency trading and mining. The latest initiative therefore represents a contained push toward state-coordinated blockchain infrastructure rather than the expansion of cryptocurrency market.

If implemented successfully, the plan will expand the role of blockchain in China’s economy. The impact of this policy will depend on how the proposal is applied.
