If you want to buy NEO Coin, the best way is to buy Bitcoin (BTC)/Ethereum (ETH) on Coinbase or Coinmama.com and use these cryptocurrencies to purchase NEO from Binance exchange. There are two cryptocurrencies in the NEO network: NEO and NEO GAS, each having its own value.
When you own NEO, you are entitled to receiving NEO GAS periodically. Therefore, it is important that you buy NEO an exchange which will also transfer NEO GAS to your account. Step by Step guide for Buying NEO Coin on Binance
Step #1: Sign Up on Coinbase or Coinmama.com Website
Coinbase
Go to the website of Coinbase and open an account. You have to verify your email id, bank account, and phone number. Remember to turn on the 2-factor authentication for additional security.
The next step is adding an account. You can add your bank account and transfer money to fund your BTC/ETH purchase. Alternatively, you can buy using your credit/debit card or by transferring funds from your PayPal account or by way of wire transfer.
Now, choose the Buy option from the top menu after selecting your payment method and deciding how many BTC/ETH coins you want to buy.
After filling in the required details, click on the Buy button to buy BTC or ETH (in this example).
The procedure to be followed for buying BTC/ETH on Coinmama.com is the same as in the case of Coinbase. You need to first register on the broker’s site and create an account. However, this specializes in enabling the purchase of BTC/ETH worth up to $150 through credit/debit cards without verification. For verified account holders, the purchase limit is much higher.
As in the case of Coinbase, you have to transfer funds into your account in Coinmama exchange by providing your credit/debit card information.
On Coinmama, you can fund your account by paying in USD or EUR. Decide how much BTC/ETH you want to buy. There are two options: Either you can opt for the offer you see on their website or type in the amount of BTC/ETH you want to buy.
Step#2: Go to Binance website and open an account.
You will have to verify your email and also choose 2-factor authentication to ensure better security for your account.
Transfer BTC/ETH from Coinbase or Coinmama.com exchange wallet to your Binance wallet. Log in into your Binance account and hover the mouse over Funds in the top menu and choose Deposits. 
Click on Deposits drop-down menu and choose the coin you want to transfer BTC or ETH. The screenshot shows ETH deposit address and balance in your account. Copy the address.
Now, go back to your Coinbase or Coinmama.com account.
Click on the “Send” button under your ETH wallet.
Paste the Binance ETH wallet address (It shows BTC in the screenshot. This is just for your understanding. You have to choose the ETH address to transfer ETH) you copied from Binance website and enter the desired amount to be transferred.
Step#3: Buying NEO Coin on Binance Exchange
Log in into your Binance account, point the mouse on Exchange and choose Advanced option. Choose the NEO/ETH exchange by clicking on the drop-down menu near Account on top right-hand corner.
At the bottom right-hand corner, you will see two tabs Limit and Market. Click on the Market Tab and click on 100 percent to convert all of your ETH your Binance account to NEO Coin.
Click on the buy button to purchase NEO coin. In order to view the NEO coins that you have purchased, you can go back to Balances page on Binance website. For this, go to the previous page from the Exchange page and hover the mouse over Funds and choose Balances.
